Methodology

How we review.

01

How programs are selected

Active programs show ongoing laptop or computer distribution in Africa during 2025–2026, documented in their own public reporting.

Historical rollouts are large government programs that are important benchmarks but don't represent current annual capacity. We list them separately.

02

What “Confidence” means

High — audited spending and delivery counts are published.

Medium — delivery counts are published; cost is estimated.

Low — cost per laptop can't be reliably calculated from public data.

03

How reviews are moderated

Anyone can submit a review without an account. Every review is checked before it appears, to remove spam, abuse and personal information. Email addresses are never shown publicly.

Averages only include approved reviews.

04

Funding & independence

TechImpactAfrica is funded by Help Start Education Foundation (HSEF), one of the programs reviewed on this site, and is built and maintained by Pearl 27. HSEF does not edit program listings or approve reviews.

To keep comparisons fair, every program is held to the same criteria. Figures come from each organization's own public reporting, and the source is linked on each program's page. We moderate reviews only to remove spam, abuse, or personal information. We never filter them based on whether they're positive or negative about a program, HSEF included. Any organization can send a correction, and we publish corrections with the date they were made.
